Biosketch

Lieutenant Colonel Jovon A. Williams is the Commander of Air Force Reserve Officer Training Corps (AFROTC) Detachment 345 and serves as the Department Chair and Professor of Aerospace Studies at the University of Massachusetts Lowell. He leads five faculty and staff members in educating and training officer candidates through a comprehensive program of academics, leadership exercises, and physical fitness to ensure candidates have the professional and moral acumen to succeed as commissioned officers.

Lt Col Williams earned his commission through the Reserve Officer Training Corps program at The Ohio State University in 2005. He has served in program offices delivering modernizing capabilities to Special Operations Forces & Tanker fleets. Additionally, he managed a series of research and development activities providing proof of concept for SIGINT and RF MASINT technologies. Lt Col Williams also supported space lift operations supporting both Department of Defense and commercial space-based capabilities. He has supported the National Intelligence Community through the management of GEOINT developmental technologies, as well as GEOINT special programs. Lt Col Williams was also the lead AFFOR financial analyst for USAFE-AFAFRICA in support of USEUCOM and USAFRICOM combat objectives. As Commander, Air Force Life Cycle Management Center Detachment 11, He was responsible for all military administration actions for AFLCMC personnel assigned to Tinker Air Force Base. In this capacity, Lt Col Williams directly supported seven division level program offices focused on delivering Operations, sustainment, and modernization support for a variety of weapon systems that enable multiple Air Force Core Missions including; Rapid Global Mobility, Global Strike, and Command and Control. Lt Col Williams was previously a Professor of Acquisition Management at Defense Acquisition University where he provided business subject matter expertise and instruction to acquisition professionals and organizations on topics including change management and organizational leadership.
